For several years the Centers for Medicare & Medicaid Services (CMS) and the Office of the Inspector General (OIG) have been focusing on the use of consult codes within the Evaluation and Management section of the CPT book.  Their concerns were that physicians and surgeons were using consult codes too often and inappropriately.  Well they solved that problem … by making the use of all in-hospital and in-office consult codes inactive for 2010.
